Along with the development of economy and society, the food safetyproblem has gained the focus of people all over the world. To ensure the foodsafety is becoming the basic of protecting people’s health, improving the lifequality, enhancing the food trading business and the world peace. Everygovernment and academy is searching for the method to solve the food safetyproblem. In China, people are discussing the food safety problem from the pointof recognizing, reason and control policy. This article is going to discuss thisproblem form the point of the implement force of public administration policy.The implementation of the policy is one of the most important processes ofthe public administration. Without the effective implementation, the good policycannot be realized and take good effect. There are a lot of laws and regulationsabout food safety in China, but the food safety is still full of problems. That is because too many department of the government is trying to manage oneproblem. And they are using different laws and inspection standards. The foodadministration department is the regulation maker and implementer, whichmakes big problems. There is no supervisor to the food safety administrationdepartment. They can do everything they want with their power. This articleanalyzed the problem from the prospection of implement body, implementprocess and implement objects. The food market has many different importantcharacters from other kind of markets, which make the administration alsodifferent. Except for the regulation which is set up by the market itself, it alsoneeds the government’s administration which is over the market regulation. Thedeveloped countries in American and Europe all established the food safetyadministration systems which are suitable for themselves and international. Thesystem has matured laws and regulations and organization. Governments andenterprises established the harm analysis and critical point control system stepby step. And the food can be managed from field to the dining table.Implementing of policy is a very critical part of public administration.China has many policies, laws and regulations about food safety, most of whichis just staying in paper. The reasons are complex. Multiple departmentsmanaging one problem makes the channel jammed. And China prefers peoplemanagement but legal management. It always needs leaders’ concentration tosolve one problem. If the policy is not implemented, it is meaningless, evencauses bigger problem. This article introduced the theory of public policy implementation andanalyzed the main factors which are affecting the implement force of publicpolicies, including the implementation body and policy implementation. Thearticle analyzed the implement force problems from the points of implementorganization and implement personnel and took them as the factors to measureChina’s food safety deficiencies of public policy implementation force.Implementation of public policy resources, means and methods available areoften gotten by the implement organization and personnel who are in charge ofput policy into practice, organize and administrate the process and takeresponsibilities. A combination of implement organization and personnel andlevel of comprehensive quality of practitioners directly affect the success orfailure of policy implementation and achievement of policy objectives. Byimproving execution path analysis on China’s execution of public policies, thearticle puts forward some countermeasures of food safety. Optimize theallocation of personnel engaged in food regulators to establish linkagemechanism of departments; improving the quality of food regulatory agencypersonnel, strengthening supervision over the implementation of the foodregulators; perfecting the system of legal regulations and standards of foodsafety, to improve the system of implement to improve security.Three suggestions are given in this article.1. To improve the organization of the food administration departs. Toenhance the network of the front governments and cooperate together. 2. Educate the staff in the department. Make them realize the importance ofthe issue.3. Stricter inspection to the staff in this department.4. Complete the law and regulation system.
