The1025national economic and social development plan outline on the island in theprotection and management work were clear required: strengthening the waters and islandmanagement, improving the market mechanism about the rights to use sea areas,promoting the islands ’protection and utilization, supportting to remote the islanddevelopment;controlling over development of offshore resources, strengthenning thereclamation management, to strictly regulate the islands with no residents use activities.The national island protection plan on the island of classification in key protection andcarry out the ten key projects are made clear to do well the island ecological restorationwork requirements, in order to ensure that the island protection plan into effect. Visibly,the country has highly important attached to the islands’ protection of the ecologicalenvironment.Based on the background, this article has been taken the island of ecologicalenvironment protection as the breakthrough point, use the domestic and foreign expertsand scholars’ research results for reference, taking our country island ecologicalenvironment protection problems to do the system research,hoping realize the islandscientific development and ecological environment protection to provide theoreticalreference and practice guidance.Paper systematically elaborate the related theory of the island ecological environmentprotection, in-depth analyse the current status and existing problems of our country islandecological environment protection, using ecological carrying capacity of ecologicalfootprint analysis principle and method, establish the island ecological environmentevaluation index system, and take Shandong ChangDao county as an example of empiricalanalysis, reach the conclusion that if ChangDao county sticks to the traditional economicdevelopment mode, since2004, it will appear ecological deficit problem. On thatbasis,clear that realizing the island ecological environment protection must follow somebasic principles such as sustainable development, island ecological environment protectionand construction simultaneously, lay equal stress on pollution prevention and ecologicalenvironment protection, etc;at the same time,we must transform the pattern of economicdevelopment, to form the basic thought of the production and consumption patterns with ecological civilization and using the strategic thinking to solve the island ecologicalenvironment problems;at last, put forward the countermeasures and suggestions of theisland ecological environment protection pertinently.
