In recent years, accompanied by the ecnomic development and the rise of thecomprehensive national strength, environmental issues become increasinglyprominent in both cities and towns. With the implementation of the national―12thFive-Year Plan‖on August24,2011, Premier Wen Jiabao chaired a State Councilexecutive meeting, discussed and adopted the 《National Groundwater PollutionPrevention Plan (2011-2020)》.This meeting stressed that protecting groundwaterresources was directly related to economic and social sustainable development andfuture generations livelihood security. The majority of the red layer distributed in theareas of Sichuan﹑Yunnan and other provinces, especially the typical red beds in hillyareas, groundwater pollution and water quality problems have not been resolved.Conformed with the trend, according to the previous geological﹑hydrogeological andwater quality monitoring data, the writer analyzed the groudwater pollution problemsof towns and villages in typical red layer hilly region, established groudwatermanagement system, in order to manage﹑analyze and assess and predictgroundwater quality data, providing the earth Science basis for governmentdecision-making.In this paper, we selected Zhugao town and Zhuanlong township in red layerhilly of southeast of jintang, studied the patterns and characteristics of shallow weakaquifer groundwater contamination in small watershed, pointed groundwater pollutionproblems in red layer areas, which are: landfill leachate problems﹑the problem ofagricultural nonpoint source pollution﹑the life and industrial wastewater infiltration and pollution of surface water﹑the impact of project construction on groundwater.Through field investigation as well as laboratory analysis and experiments, wedetermined the main factors of weak aquifer groudwater pollution in red layer areas.By the weight of the weighted factor using fuzzy mathematics, etc, we evaluatedgroundwater pollution status and groundwater quality and prediceted the future,synthetized water quality status, evaluation,and forecasting module by GISmanagement software, established the groundwater quality management models,which is easy to carry on query management.Besides, about the weak aquifer water quality problems of red layer, weconducted experiments on water quality improvement devices, consulted former watertreatment device, and did groundwater quality summary disposal expriments by usingfilter layer hydrogeological unit.
