The iron and steel industry is the pillar industry in the development of China’s domestic economy. The industrial added value of Iron and steel industry in Shandong Province ranks6th in the39key industries according to the Statistical Yearbook of Shandong Province, which plays an important role in supporting the economic and social development in Shandong Province.Since the iron and steel industry has the characteristics of high-energy consumpusion and high pollution, its development is faced with important bottleneck of resources and environment. This paper which is based on the project of "A Number of Major Envionmental Bottleneck Problem’s Resolution in Shandong Province Rey Indutries" to investigates and evaluates the clean production status of the steel industry in Shandong Province. After identifying the bottleneck in the development, some suggestions will be made in order to improve the steel industry in Shandong.Based on the review of the iron and steel industry’s clean production at home and abroad and Shandong Province, this paper’s focus is on the investigation and evaluation of the cleaner production. The clean production status is discussed in depth and the indicator system is established. The main contents are as follows:(1) The capacity, technology and equipment, products, environmental management, energy consumption, water consumption and pollutant emissions are investigated in this paper through contextual inquiry, data survey and expert consultation. By comparing the historical data (2006~2010), conclusions are drawn that engergy consumption, water consumption, smoke and dust emissions of per ton steel in2010were reduced by15.4%,58.9%,15.6%,13.3%than those in2006; The SO2emissions of per ton steel from2006to2009floated between1.7and2.3kg and began to show a clear downard trend from2009. The SO2emission of per ton steel was reduced by9.0%in2010compared to that in2009. Therefore, the energy consumption, water consumption and pollutant emissions of iron and steel industry in Shandong Province have shown a beter trend year by year.(2) In order to analyze the impacts of economic benifit, resource consumption and pollution emission of iron and steel industry in Shandong economic development, resource consumption and pollution emissions control, systematic investigation and analysis are compared between iron and steel industries and other38key industries of Shandong Province. The results shows that the industrial added value of iron and steel industries ranked6th in all key industries of Shandong Province, which takes up5.1percent of industrial GDP. Energy consumption of industrial added value ranked the2th place with4.70tons of standard coal/million yuan, which is four times of the average level of all industries in Shandong Province. The SO2emissions of industrial added value ranked4th with14.66kg/million yuan, which is nearly twice higher than the average level of all industries in Shandong Province. Water consumption, wastewater emissions, COD emissions and ammonia emissions of industrial added value were lower than the average level of all the key industries in Shandong Province. The comparison shows that the iron and steel industry in Shandong Province is an industry with high energy consumption and SO2emissions.(3) To further evaluate the development level of clean production of iron and steel industry in Shandong Province and find the potential of clean production, the expert conslutation and the analytic hierarchy process are used to finalize the10indicators and weights:SO2emissions of per ton steel (0.2700), comprehensive energy consumption of per ton steel(0.2608), comprehensive utilization rate of solid waste (0.1770), solid waste generated of per ton steel (0.1200), dust emissions of per ton steel (0.0393), smoke emissions of per ton steel (0.0305), water consumption of per ton steel (0.0290), enforcement of environment protection(0.0275), the implementation of cleaner production aduit (0.0275), waste water emissions of per ton steel (0.0187). The evaluation is established using synthesis method, and a comparative evalution on the clean production level of the iron and steel industry is conducted among the Shandong Province as a whole, the domestic as a whole, and the advanced level in Shandong Province. The results show that the clean production level of iron and steel industry in Shandong Province as a whole is better than the domestic iron and steel industry, but there is still a certain distance to the advanced level. For example, SO2emissions and energy consumption of per ton steel of the iron and steel industry in Shandong Province are2083.96g and690.2lkgce respectively, which are1.54times and1.21times of the advanced level in Shandong Province(1350.00g,571.7kgce).According to the investigation and evaluation on resources as well as the environment, the main bottlenecks of Shandong iron and steel industry discussed in the paper are high SO2emission and energy consumption. It is proposed that sintering flue gas desulfurization technology of iron and steel industry should be development to the industrial and professional direction to enhance processing efficiency and reduce emissions of SO2. Energy-saving technologies should be explored. Energy-saving and environmental equipment need to be invested vigorously in order to further reduce the power consumption. Besides, the optimization and upgradation in technology and equipment should be promote, and outdated equipment and technology be eliminated. At last, the research investment in the slag processing and comprehensive utilization to improve the use of high added value must be also increased.
