| The iron and steel industry as an important mainstay industry in our country,due to the limitation of technology development about the traditional production process of iron and steel and China’s iron and steel industry basically continue the mode of economic growth with the characteristics of the extensive production for many years,the overall technology and equipment is relatively backward,resulting in serious environmental pollution in the production of iron and steel,and high material consumption,high energy consumption,high pollution and other issues are still very prominent,resource constraints and environmental constraints become more and more serious,developing the circular economy vigorously and realizing the sustainable development of iron and steel enterprises are important and urgent task which is confronted with the iron and steel industry.Based on the comprehensive review of the development history about circular economy,this paper regards sustainable development theory and synergy effect theory as the theoretical support to study the characteristics of production and operation mechanism in iron and steel enterprise,and constructs the development mode of circular economy about iron and steel enterprises respectively from the two aspects combined with the actual situation of iron and steel enterprises,the main research contents include:Firstly,the constructs of the development mode of circular economy about iron and steel should include two parts is put forward by technical path,respectively were the corporate internal development model based on vertical industry chain and corporate external circulation economy coordinated development model based on horizontal industry chain.Among them,the internal coordinated development model of iron and steel enterprises is mainly about that a lot of waste which are output by produce and smelt on iron and steel enterprises are recycled into the various production processes,the construct of external coordinated development model about iron and steel enterprises is mainly about that non-metallic waste are produce by production process in enterprise combine with other high energy consuming industries to build fully the ecological industrial chain network.The integrated coordinated development model is integrated by internal and external coordinated development model about iron and steel enterprise can not only promote the circular economy development of enterprises,but also conducive to promoting the circular economy coordinated development of iron and steel industry cluster.Secondly,scientific and technological innovation and energy-saving emission reduction coordinated development model about iron and steel enterprises are constructed from mechanism and regulation,mainly constituted by the scientific and technological innovation system and energy conservation and emissions reduction system.In the process of energy saving and emission reduction about iron and steel enterprises,technological progress and innovation of science and technology play a role in promoting to energy saving and emission reduction system,and the strict regulation about energy conservation and emissions reduction in the state also play a role in promoting to the strengthening of science and technology innovation.The construction of scientific and technological innovation and energy-saving emission reduction coordinated development model about iron and steel enterprises contribute to a better understanding of the coordinated development relationship between technology innovation and energy saving and emission reduction,and promote the implementation of energy-saving emission reduction targets of iron and steel enterprises.In order to further evaluative research the coordinated development model have been constructed from two aspects,the paper adopts fuzzy comprehensive evaluation method and the coupling coordination degree model in physics model respectively to construct evaluation model about circular economy of internal and external development model in iron and steel enterprise and evaluation model about development model of energy saving and emission reduction evaluation and science and technology innovation in iron and steel enterprise.Finally,in order to better explain the effectiveness and operability of two development model and evaluation model are constructed,this paper choose Baosteel enterprise as a case to study and analysis the construction level about internal and external circular economy coordinated development model of Baosteel enterprise,as well as the coordinated development effect about technological innovation and energy saving and emission reduction of Baosteel enterprise.The research results of this paper have some theoretical and practical reference value for the research on the construction and evaluation of the coordinated development model of circular economy in China’s iron and steel enterprises and other high energy consuming enterprises. |
