The police of total amount control (TAC) of specified pollutants has been basic one of thepolicies in Chinese environment system, the objective of total quantity control were put forwardfor specified pollutant in china since the ninth five-year period. Initial allocation of specifiedpollutant, for one hand is the key technology of TAC, for the other hand is the premise of theemission trading.Emission trading of Hubei province is still stay in the pilot period, a whole set of initialallocation is far from perfect especially for COD.In order to solve the problem that initial allocation has not been done in Hubei province,basing on the comparison between a bunch of specified pollutant initial allocation methods,several kinds of water pollutant initial allocation methods have been discussed. Statisticalanalysis and research on surface water resources and statistics of specified pollutants in relativeyears, making a comparison between total amount control of target and content, establish a set ofspecified water pollutants allocation system which suit Hubei province, additionally clarified thedetail allocation method in region→region and region→point pollution source levelrespectively. Additionally, Gini coefficient has been applied in the region→region level andsynthesis method has been applied in the region→point pollution source level while Variationcoefficient has been used to determine the weights of each index. Gini coefficient has been usedto measure fairness of the final allocation result. Gini statistics demonstrate that synthesismethod could ensure the fairness of the allocation process. Every member of Wuhan city circleand primary industry sectors in Wuhan have been regarded as allocation objectives in the trialallocation process which will offer reliable foundation for recently emission tradingimplementation of Hubei province.
