Environmental capacity resource is a kind of scarce resources,as can be universal access to as public goods. At present, total indicators of pollutants in general have characteristics such as "to account come first, more accounting for more, economically powerful regions account for more environmental indicators". In many regions, total pollutants allocation is less linked to regional environmental quality. If ignore regional environmental quality at the same time of developing socio-economy, inter-regional development will be lopsided, and economically powerful regions will account for more environmental capacity indicators, which at last result in regional total amount of emissions not up to standard. If old enterprises in the regions are in a majority in capacity indicators, it will make new projects obtain no emission indicators, which is harmful to socio-economy in the region. With regard to limitations for total amount control of pollutants, to solve the historical state of "to account come first, more accounting for more", to give full play to the important role of total pollutants allocation in improving regional environmental quality and promoting balanced regional development, speed up the distribution of total pollutants allocation is urgent.Based on above, through learn basic theories of pollutants total control, combine with the principles of economy, this thesis summarize the domestic and foreign methods of total pollutants control, analysis data of water resources^water environmentã€population, socio-economy, pollutants discharge,etc in various regions of Henan province, sort out problems of water pollutant emissions and build total pollutant distribution model based on status of Henan province. Adopt SPSS software, make independence and representativeness as principles, select and construct the total allocation index system. Make information entropy method and the coefficient of variation as empowerment methods to build total allocation model and on the basis of data of Henan province in year2010, calculate allocation schemes on the basis of information entropy method and the coefficient of variation respectively. Draw in Jini coefficient method, select evaluation index indicators and build evaluation model to evaluate the allocation scheme of the total water pollutants allocation, achieve better allocation model in accordance with international convention, then use single objective multi-constraint solver model to optimize the better allocation scheme to curb regional pollutant emissions, improve the regional environment, and promote balanced inter-regional economic development. |
