China’s coal resources in the energy structure than in major, tremendous consumer demand for coal make coal mine industry pursue benefit unilaterally and safety lagged behind growth of economic, which bring about frequent coal mine accidents. Accidents cause a great loss to individual, family, and our nation. Based on the data of major accident during2008-2011, the writer found gas accident, roof accident and water hazards occur easier than other types of accidents. Their proportion is53%,17%and14%respectively. In the indirect cause of accident, human factor account for47.2%, management factor account for38.9%, both scale together account for as high as86.1%.After analysis the coal mine workers of unsafe behavior, the concept of safety quality was put forward and the safety quality index system was established. Safety quality index system in three basic dimensions:safety knowledge, safety skills and security psychology, which contains3,4, and13secondary indexes. On the base of the specific20safety quality indexes, the writer prepared a total of60objective test questions and a total of81subjective test questions according to relevant laws technology coal industry requirements and safety related authority of psychological theory.35paper was handed out in three coal mines of Huainan in Anhui province. After testing, the paper were retrieved and summarized, the SPSS software analysis the reliability and validity of these paper, and the results proved those questions have better differentiate, reliability and validity. So they can be used to test the safety quality of miners. On the basis of above, VB and ACCESS were used to develop the personnel safety quality assessment system and the safety quality of coal mine workers can be test through paperless method.Figure [16] table [10] reference [53]...
