Risk-based Inspection is a kind of technology to have both security andeconomy, which is widely used in petrochemical industry. The risk level ofequipments is determined by using RBI technology. An inspection plan can bemade based on the risks levels and failure mechanism, which not only canreduce the risk of the equipments, improve the safety and eliability of theequipment, but also can keep the equipment be a long period safe operationand reduce the cost of maintenance.The risk assessment and the risk sequence of the equipment,piping andrelief valve of5.5million tons/year of atmospheric and vacuum distillationplant in Liaoyang Petrochemical Corporation were defined by application theRisk-based Inspection (RBI) technology using the software ORBIT Onshoreof DNV.Result showed that7equipments were in medium-high risk zone, and99.42%of equipments were in medium risk zone and low risk zone.According to the result of the risk assessment, the inspection strategy was made mainly aimed at the equipments in medium-high risk zone in order tocontrol more than90%risk of the device. What the approach brought were theoptimization of resources, the reduction of the risk and the cost. There are17safety valves in the medium risk zone,and there were4safety valves in thelow risk zone.Risk analyses were carried out in the key equipment of the atmosphericand vacuum distillation plant, and its main corrosion mechanism wasdescribed. The principles of setting out inspection program were introductionin detail, and according to the risk levels and the corrosion mechanism, theinspection strategy was made. The suggestion of on-line monitoring andanticorrosion were presented.
