| The new rural construction is a major step to promote the modernization of our country, which is conducive to changing the rural situation, resolving the "three rural" issue, and fully realizing the well-off society. The main contents and objectives of the new rural construction are:the production development, affluent life, rural civilization, clean and tidy village and democratic management. In recent years, with the rapid economic development, the problem about garbage pollution in rural area is increasingly serious, which not only undermines the rural ecological environment, but also increase the risk of transmission of epidemic diseases, and harm to human health, thus hindering the process of new rural construction.To successfully promote the progress of the new rural construction, solve the problem about garbage pollution in rural areas, we need a correct understanding of the new rural construction and rural garbage. Only in this way, problems about garbage pollution in rural areas in the new rural construction can be accurately funded, and then specific measures of rural garbage disposal, which is also the entry point of this study, may be able to put forward. Therefore, firstly I must have a clear understanding of the main content of the new rural construction, the target, the characteristics of waste in the rural life, and the hazards of rural garbage, then secondly analyze the necessity of dealing with the rural garbage in the new rural construction. The thesis researches the garbage dealing process status developed rural areas (the town of Triangle, and Pan Tang) and developing rural areas (Fung Jiapu countryside, and Guan Miao countryside) in China, and sums up problems about the work in dealing with the rural garbage, which emphasize on economic more than environmental protection; formality more than practical results; re-replication more than innovation; hardware more than software; speed more than quality, and also analyzes the reason of the problem."Stones from other mountains can be made into jade" which means by learning from other’s faults, wise men can correct their own problem. On the basis of research on the current situation, problems and causes of rural garbage disposal, the thesis analyzes the garbage disposal in rural areas in Germany, Japan, the United States, and sums up the successful experience. At last, the thesis explores countermeasures to solve the garbage problem in rural area, which is the focus of this article, that is to say, the governments at all levels pay much more a attention to perfect the rural environmental law system; establish relevant supervision and management system, improve the supervision ability; set up a diversified investment mechanism to ensure adequate fund; strengthen public environmental education to realize the universal participation; and optimize disposal technology and facilities to increase the processing efficiency. |
