Along with the rapid development of Chinese economy, atmosphericenvironmental problems are becoming more and more outstanding, especially in theindustrial key urban agglomeration. People pay more and more attention to thequality of atmospheric environment, and remote sensing technology will make thecontinuous monitoring of the atmospheric environment status in large scale, so usingsatellite remote sensing information on monitoring the atmosphere environment is akind of effective method to study the time and space distribution of regionalatmospheric environmental quality. This article mainly aims at thebeijing-tianjin-hebei. First, dark object and surface reflectivity library algorithms arecombined to extract atmospheric aerosols optical thickness information using the2010September2011-August HJ-1CCD data. Then, the NO2and SO2VCD wereextracted from the relative products which were both retrieved by the DOASalgorithm on the OMI and SCIAMACHY data. And the monthly average results ofAOD,SO2and NO2are worked out to analyzes the space-time distributioncharacteristics. Finally, multi-scale fractal theory is used for the background valuesand standard values of AOD, SO2and NO2based on the remote sensing monthlyaverage result. And the atmospheric environment quality index model is establishedwith the ORAQI equation, then make a comprehensive evaluation of theatmospheric environment quality and study of its time-space distribution.The results of the study show that it is an effective way to make a monitoring ofdifferent surface of AOD in the beijing-tianjin-hebei region by combining the darkobject and surface reflectivity library algorithm on the HJ-1-CCD data; The AODand NO2VCD both have a high value in the southern part like Shijiazhuang, Handanand low in the northern part such as Zhangjiakou, Chengde. Besides, the distributionof AOD and NO2VCD have a seasonal change characteristics. The AOD has a peakin summer, next in spring and lows in the autumn and winter, but NO2VCD seasonalchange is in the contrast. Generally, the SO2VCD in the beijing-tianjin-hebei regionis low. And there is a great change in different month. In a whole year, there are two peak on February and June. The multi-scale fractal could be used to describe thecharacteristics of the distribution of AOD, SO2and NO2. Then we can work out thebackground values and standard values of atmospheric environment in thebeijing-tianjin-hebei region. Based on the results, the ORAQI can be used todescribe the characteristics of the atmospheric environment pollution.On the whole, atmospheric environment quality in the beijing-tianjin-hebeiregion is good, but some regional get heavy pollution. Atmospheric environmentpollution is not only a problem the local region and individual cities faced up to, buta serious problem that all the cities should pay attention to. There are two pollutiontransmission belts in the beijing-tianjin-hebei region: Beijing-tianjin-tangshan andshijiazhuang-xingtai-handan. Generally, the air quality is best in spring, second fallair pollution by slight, mild or moderate pollution by summer, air quality in winter ispoorer, and some areas are heavy polluted.
