A Study On Ladder Ecological Compensation Standard For River Basin And Its Application

With the development of economic and the city changes a course accelerate of Henan province, water ecological problems had become increasingly prominent, the situation water ecological environment becomes more and more rigorous, it had been restricted to the economic sustainable development of Henan Province, although Henan province increased constantly work, but could’t fully meet the environmental pollution prevention demand only from the existing administrative means.Based on urgent needs of the water environment pollution prevention and protection of water, the water environment eco-compensation policy in Henan was implemented since the end of2008to solve the problem of water environment management. In three years, Henan province water environmental quality improved significantly, the eco-compensation policy had acquired remarkable effect,but the deficiencies of eco-compensation mechanism were also found in the process of implementation of eco-compensation.Based on the Existing Problems in current ecological compensation standard of guillotine and demands of ecological compensation in Henan,the author of this paper thus defined the connotation of ladder ecological compensation and researched ladder ecological compensation standard and compensatory payment model based on the analysis and summary of the problems in the process of implementation of eco-compensation. At first,based on the target value of river basin’s responsible target assessment section in Henan Province, river basin ecological compensation standard of Henan Province was divided into six different steps by cluster analysis.Secondly,based on the investigation of the urban sewage treatment plant in Henan province by collecting136effective sewage treatment plant operating data,using SPSS software,we established the econometric models between the inuflent concentration of pollutants and the unit treatment costs and apply the appropriate models to predict and account the pollutant treatment costs of each step,and the results were used to put forward the concept and algorithm of ladder eco-compensation standard’s cascade coefficient.Based on above content, the author of this paper researched ladder ecological compensation standard.Finally,base on fully consideration of the scientific sex and maneuverability, the paper had modified the computational model of ecological compensation by introducing a dynamic incentive coefficient, which provided a strong basis for the computing of river basin ecological compensation in Henan province.
