Mineral resources are the material basis for the survival of society as a whole, thefirst condition of a country’s economic development and the importance of a country’seconomic strength of the mark. With the rapid development of market economy, thedomestic demand for the mining industry is becoming increasingly urgent. In recentyears, China’s mining industry has developed rapidly,each union city and counties inthe very intense performance comparisons. However, this development but hiddenbehind a variety of social problems. It can be said that the rapid development of themining industry respond only to a "market economy" has completely lost the countrycalled "circular economy","sustainable development" and other importantdevelopment direction. In China, there are many elaborate laws and regulations on themining industry and environmental protection issues. Such as,"EnvironmentalProtection Law","Soil and Water Conservation Act," Mineral Resources Law ","Land Management Law ", etc. In accordance with national law, a lot of leagues andcities, counties and other local government also introduced policies and regulations.However, due to the complexity of the relationship between people and various socialconflicts of interest in the details of the mining process is often a lot of socialproblems, which not only brought the mining industry, but also brought manyproblems to society as a whole. Therefore, the relationship between people in theprocess of the mining industry and the resulting social problems research, and to findout a reasonable path of development becomes increasingly important.The thesis use the environmental sociology perspective,social conflict paradigmand the Environmental fair theory to analyzed a secondary environmental problems,more important is the social problems brought about——a variety of gamerelationship existence in mining companies on the prairie, and concluded: To a certainextent,environmental disputes between people or the environmental game in themining process can be resolved, but the environment be destroyed, the status ofenvironmental damage is not changed. Overview of past research will be not difficult to find,U.S. environmentalsociology is the study of the contradiction between the whole of human society andthe natural environment but Environmental sociologists in Japan are mainlyconcerned with the environmental problems of their own country,Services for theirown country and has a tendency to localization. We should also draw on theirstrengths, our environment sociological research should also be localized and servicesfor own, this requires us to departure from the basic national conditions. This thesisefforts to make this test.Select the Xilin Gol League, Inner Mongolia as a case, because the demographicstructure of the Xilin Gol League and residents lifestyle and natural conditions areparticularly, it is also most likely to a area conflict with mining companies.The thesis analysis through the game between government, enterprises andpublic exists in garassland mining industry and view there is a serious environmentalinjustice in the mining process on the prairie and trying to make it clear the interestsof the game subject,the choice of game strategy of the mining industry and how toachieve a kind of "game balance".The final conclusion is given that in order to solvethe problem of the grassland mining industry and even the society as a whole, youmust first realize the basic issue of fairness exist in environmental issues.
