Business-Driven Technology For Finding And Managing Land Use Change Information And Its Application

After the successful completion of the second national land survey which is related with the condition and power of the country, a major issue comes to us is that how to maintain the present situation and reality of the survey to support timely and efficient basic datum for scientific management and decision-making of territorial resources and development of economic and society. At present, the methods of land use changing recognition like comparing satellite images, investigating land management information and verifying the real field are based on an annual cycle, so it is difficult to achieve the land use change information in real-time which lead to poor up-to-date state of land use data. In the ideal circumstance, we expect getting land use changing information timely to support the field investigation and the update of land management database.In this paper, a new method that obtaining land use changing information from land management businesses is studied. Through in-depth study to the business of the land management,we find out the land use change node by analyzing land use change links to form a general mechanism.Then the realization of the mechanism is researched which is based on using database trigger mechanism and log analysis system to monitor the real-time operation of the land management database.Considering many circumstances absent land management businesses systems, we analyze the electronic file to obtain changing information. After that we designed a unified organization and storage solution based on ArcSDE and Oracle, and researched the homogeneous conversion method from different presentations of spatial data to the spatial data storage format of ArcSDE.To achieve the above goal, this research design and develop a land use changing information discovery and management system based on B/S using ODP.NET, ASP.NET and ArcGIS Engine. This system realizes the configuration of change capture and the management, display, edit and transport of change data and increases the application of the achievements.In addition, it contains some functions like user management module which guarantee the security of data.The research’s achievements are practiced and applied on a lot of examinations. The results illustrate that this method can solve the problem in land use change capture and improve the efficiency. The research offers the solution for driving the continuing dynamic update of the day-to-day changes information in land resources.
