LUCC is a hot issue in the research of global environment change, land use/land cover change and environmental effects in regional scale has caused strongconcern of domestic and foreign research, especially the hydrological effects of landuse change, the land use change on hydrological effect gradually put on the agenda.In this paper, taking the Bortala River and the Jinghe River as the research target,first of all, taking ENVI4.5as image processing platform, the interpretation of theremote sensing image on1990,1999,2007,2009, the use of the basin soil types aredivided into5categories, mainly land, forest and grassland, unused land, water andthe beach. Then analyzes the driving force of land use change and driving factors ofcultivated land area change of economic. Finally, focus on the cultivated land isextracted, analyzed the relationship between cultivated land area and the BortalaRiver and the Jinghe runoff.Through the research and a large number of scientific computing, we can drawthe following conclusions:(1) From the aspects of dynamic degree of land use,comprehensive and dynamic of1990-1999years,1999-2007years,2007-2009yearsthree period was0.9%,0.84%,2.96%respectively, in which all kinds of land usetypes in2007-2009years the fastest speed. From the single land use dynamic indexterms,1990-2009, dynamic degree of cultivated land is the largest, reaching14.97%,indicates that the land use structure in the study area has changed obviously.(2) Fromthe driving factors of land use change to analysis, can be attributed to anthropogenicand natural factors, in the short period of study, mainly is the human activity plays akey role in recent years, due to the increase of population, cultivated area increased,area of cultivated land change in Jinghe since1990-2009, cultivated land areachange significantly, increased from1454.65km2to3496.83km2, in the last20years,the area of cultivated land increased2.2times, the total land surface ratio also increased from15.74%to34.59%, due to the increase in cultivated land area, thewater consumption of agriculture also grow with each passing day.(3) The lowerBortala River Annual Runoff in the cumulative relationship anomaly changes with thechange of cultivated land area is obviously, the determination coefficient reached0.6408, correlation with the change of grassland and forest area are more significant,the coefficient of determination is0.7669; and the area of cultivated land andgrassland area change and Jinghe annual runoff cumulative anomaly correlation islow more, the determination coefficient were0.4265and0.2463. Runoff change in1990was mainly influenced by human activities, rather than natural environmentchanges in the runoff change, mainly in the form of impacts of human activities onrunoff change is the expansion of cultivated area and reduced. Change the expansionof cultivated area and runoff is negatively correlated, indicating the runoff area ofarable land expansion will lead to decrease of river, and forest and grassland is not thesame, the relationship between forest and grassland area and runoff is positivelycorrelated with the increase in forest, grassland area will promote the increase ofrunoff, otherwise it would make the decrease of runoff, which also shows that theforest and grassland play a role in the regulation of water.
