Water privatization in China has been talked and discussed in this paper.Firstly.some basic and relevant conceptions on water privatization have been interpreted and discussed based on different views. Such as:water resources,public good,ownership.the property rights,commons,etc.Secondly.some theoretical arguments on water privatization have been showed and argued based on these conceptions. Some scholars held the positive attitude on privatization of water. They support that this is the inevitable product and result of economic development to a certain stage. At the same time,a series of ideas and theories have been derived. There are also some scholars who oppose to this positive attitude. The public resources,including water resources,which has very special properties are different from other commodities. It is absolutely can not be privatized. These controversial and interesting theories trigger some in-depth attention and thoughts on water privatization in the broader context.Thirdly,there are some case studies on water privatization from the international perspectives and domestic perspectives. For one thing.some European cases have been showed and Summarized. The "Water War"case of Cochabamba in Bolivia has been descripted and analysed deeply. For another,considering the current situation of Chinese largest foreign water companies--Veolia,there is a comparasion beteween the management and operation mode on water resources of Lanzhou and Xi’an in order to show and argue that privatization is not the only and not the best approcach on the management of public resources.Finally,some relevant laws and regulations have been provided on the privatization of water resources. while there are also some comments and suggestions related to the innovation and improvement of the management system.including some better legal protection,some dedicated and specialized management.some reasonably institutional innovation and improvement.enhancement the propaganda in order to wake consciousness of citizen.
