| With increasing attention our country has paid to the marine economy, the future of port development has been more and more prosperous, and consequently the market demand ofour national sea port is gradually becoming vigorous. Nevertheless, the evaluation and research of our national sea port access price is still a market void that needs to be filled with the establishment of sea port access price evaluation method system and price management mechanism. This paper stems from the actual situation of the sea port access in Zhejiang Province, taking Xiangshan sea port as an example, intends to study the sea port access price evaluation method in China and to provide new ideas for domestic sea port access price evaluation method system.This paper analyses the background and meaning of the evaluating sea port trigger prices, studies the present situation of the research at home and abroad, and at the same time proposes theoretical basis for the evaluation of trigger prices. By referring to the theory and method of land benchmark price evaluation, this paper puts forward the following technical ideas that sea port benchmark price evaluation could be worked out by the joint effort of sea port quality evaluation and sea port market sample price evaluation. The research has established a sea port price evaluation system in the form of Port of sea sample price--Area piece of benchmark prices--Level benchmark prices--Summarizing evaluation price--market transaction price. Base on the research of sea port benchmark price evaluation in Xiangshan County, Zhejiang Province, the research presents sea port quality evaluation methods, sample price calculation method and reference price evaluation methods, and at the same time has probed into the case and has come up with the applications of domestic sea port benchmark price and relevant suggestions.To summarize, this research mainly leads to the following conclusions:1. Under the circumstance of the immature domestic sea port market, it would be more appropriate to adopt the technical approach of grading--evaluating considering the assessment of sea port benchmark price.2. Port sea sample price best suits Income Capitalization Approach while being assessed. 3. Sea port benchmark prices should be based on sea port reference prices and level benchmark prices. And at the same time, they should correspond with benchmark prices of land, and this will help facilitate the management of sea area market.4. It would be more appropriate to adopt the reginal comparison method in case of evaluating the benchmark price of sea area, and sea port level benchmark price should adopt the area weighting method to assess the value.5. The benchmark price factor correction method is recommended while evaluating sea port summarizing price.6. Attention should be paid to the choice of evaluation factors and the confirmation of coefficient when it comes to the evaluation of sea port quality. The selection of evaluation factors should be combined with actual situation in that area, and the size and weight of evaluation factors on the influence degree of the sea port is proportional.7. Attention should be paid to the methods chosen when it comes with the evaluation of sea port benchmark price. And different market and sea conditions should use different evaluation methods. |
