Through field investigation and data collection, this research analysis on the Shanshan groundwater data and calculates the water balance of the study area. Based on these works the research sets up a two-dimensional groundwater flow numerical model of Shanshan by Modflow. Due to over mining in Shanshan county, groundwater level goes down continuously. It causes ecological damage, Karez dry and salt water flow backward into the irrigated area of the south basin of Shanshan county. Through researching the alert water level which will result environment mutations in the over mining area of the south of Shanshan county, this article studies the method of determining the ecological water level and Groundwater numerical simulation method, and takes these two mehods as the way to make the warning water level of Shanshan county development and utilization of groundwater.By researching the relation between the natural ecology and groundwater depth, we find when groundwater depth below a certain depth (ecological water level), the natural ecology will disappear. Finally the article makes natural protection key control water level (burial depth) in Shanshan County as6m. Through researching the relationship between water level and qanat traffic, we find that the groundwater level drops, Karez will no longer exist. It makes the warning water level in south basin of protecting qanat as true water level in March of2011. Through the study of the South Shanshan basin groundwater level changes of the future, using the water balance and the method of Modflow numerical simulation, the article forecasts the future changes of water level in this country, and determine that the lowest water level-135.07m in south basin which will be in the March2017simulated by model, is the warning water level of groundwater exploitation to prevent "salt water to flow backward".In order to achieve the Shanshan steady economic development and sustain development or utilization of groundwater, we must reduce the amount of groundwater exploitation. This study takes south basin as an example mainly. Pre-simulation period is2012-2021. Based on the present situation of mining of34093×104m3/a, development of four mining plan into the model simulation. When the South basin groundwater yield reduced by40%, to12600×104m3, simulation of groundwater reached a basic balance. The overall water level of the south basin in the simulation period is steady and the water levels of some areas are rising. At the same time, the South Basin groundwater level in2021the last year of the simulation period does not touch the warning water level to prevent salt water intrusion and protect qanat. So, finally12600×104m3is determined as the controlling total amount of groundwater exploitation in the South Basin.And the article determines the groundwater level in2021of south basin as the "red line" standard of groundwater level which is simulated in the station of the exploitation quantity of12600×104m3/a.
