Study On Legal Regulation Of The Distribution Of Natural Resources’Income

The income distribution is related to the construction of a harmonious society andpeople’s livelihood. Our natural resources, under public ownership, play a vital role in theentire national income distribution. Starting from the concept of natural resources andcharacteristics of the natural resources, the first chapter Analysis four properties which areenvironmental, economic, legal, and political, and then points out that equitable distributionof benefits of natural resources principles to be followed, namely: the environment beingconducive sustainable; considerating economic externalities in the income distribution ofnatural resources; to achieve the reasonable allocation of related rights and responsibilities;reflecting the nature of the socialist countries. Chapter II starting from the conception ofeconomic law, the value of the pursuit of economic law, the functional role of economic law,the historical mission of economic law, concludes that economic law gets the functions ofregulating the income distribution of natural resources. The next surveys the practice ofincome distribution situation of several major natural resources of our country, and thenpoints out the main problems in the current situation, namely: the formation of naturalresource price being unreasonable; the cost being inadequate compensation; and accordinglythe extension and outreach issues. The final part points out the objectives, namely: a clearproperty rights; the price system reflecting the true costs and benefits; fighting againstmonopoly.
