The frequency of Emergency and its serious harm make the construction ofemergency management systems, which include business systems and technologyplatforms become the focus of national development strategies. As a result of complexfeatures of the emergency domain such as large amount of data, information uncertainty,many problems have existed in the current emergency system construction, especially inrepresentation and application of domain knowledge. So we introduce the concept ofknowledge management and ontology engineering approach into emergency domain.The research focuses on content and structure of emergency domain knowledge,ontology modeling method and the architecture of knowledge management system.Followings are the work and achievement of the research in theory, technology andimplementation:1. Emergency domain knowledge construction model was accomplished. Itincludes emergency situation, emergency tasks, domain rules, emergency planfragment and so on. Select ontology as domain knowledge representation.2. According to the Principle, method of Ontology modeling and the features ofthe emergency domain, we establish the ontology model by protégé, and useOWL language to encode it.3. Proposed domain knowledge model transformation algorithm, which cantranslate the owl file into domain file.4. Developed the emergency domain knowledge management system based onontology, provided a basic platform for the modeling, expression, storage,update and application of knowledge.This study was a multidisciplinary study of emergency management, knowledgemanagement and intelligent planning. Adopted the advanced techniques and used theprototype system to verify the theory and promote the relevant theoretical research.
