Rumor spreading is a common social phenomenon, while it always has a greatimpact on the normal social order because it usually happens suddenly, materially, quickly and spreads in a large area. With the development of the Internet technology andmodern means of communication, rumors have spread wider by more channels and havea greater impact on people’s daily life.The social group who spreads rumors is composed of many social individuals,therefore, individual’s treatment and behavior of the rumor is the foundation of theresearch on rumor spreading. This paper introduces the public authority to the traditionalBDI model from the perspective of the agent modeling and proposes a PA-BDI model toresearch the thought, reaction and behavior of individuals in rumor spreading. Accordingly, a new perspective about the research on rumor spreading and refuting isproposed by this paper.This paper focuses on the individual modeling based on the PA-BDI model in rumorspreading through the research on individual’s thinking and reaction, combinesindividual’s belief, desire, intention with its immunity, attention, and feeling of the rumor,and then, studies individual’s rumor-modify behavior and rumor-spread behavior byquantitative calculation. Then, this paper provides the requirements analysis and detaileddesign of a prototype system about rumor spreading simulation. This prototype systemincludes basic data management module and experiment simulation management module,while the first module is used to generate and maintain the experiment data, scheme andscene by the.NET platform and the second module is used to simulate rumor spreadingand refuting based on the PA-BDI model by AnyLogic. Finally, it takes the actual rumorabout panic buying salt after earthquake happened in Japan as an example, through acertain number of simulation experiments and analyzes the results. The results show thesimulation is in accordance with the actual situation and can support the research on themechanism of rumor spreading and refuting by government departments.
