This paper based on the precipitation of Changbai Mountain area at20stations in the northeast of china from1960to2009and the relationship of the sea surface temperature in the North Pacific Ocean. This paper studies method includes empirical orthogonal function (EOF), singular value decomposition (SVD) and RBF neural network.The result of the empirical orthogonal function of the Changbai mountain area of precipitation shows that the first three modal contribution rates are76.818%. It can basically reflect the spatial distribution characteristics of the Changbai mountain area of precipitation. From the first three modal special distribution characteristics can be found that: the first mode spatial distribution of the feature is the region consistent. The second mode spatial distribution of the feature is east-west reverse type. The third mode spatial distribution of the feature is south-north inverting type. Among them the first feature type is lead. The main reason is Changbai Mountain is the mountain regions. The precipitation of the Changbai mountain area is mainly affected by the impact of the terrain.The research between the precipitation of the Changbai mountain area and global sea surface area shows that precipitation of Changbai mountain area has obvious correlation between the5month ahead of north pacific and3month ahead of Bermuda Island. The SVD analysis result, shows that Changbai mountain area has coupled correlation with the north pacific and Bermuda Island. Changbai Mountain area of precipitation and North Pacific sea surface temperature coupling was consistent with the region type. Precipitation of. the Changbai Mountain area of sea surface temperature, North Atlantic Bermuda Triangle region and coupling w:as symmetric in the East-West.Finally, according to the coupling relationship of the critical region between sea surface temperatures in Changbai Mountain area of precipitation forecast of precipitation in Changbai Mountain area. The result shows that Prediction model performance0.004889, Precipitation of the Changbai Mountain area, the correlation coefficient between the predicted and measured values of0.8089, Prediction error within the range of±50%, and accounting for54.16%,Basically met the demand of the Changbai Mountain area, precipitation forecasts.
