He-Bao-Pian Mining Area is the serious region of the soil erosion and is also the hot spot of coal resources development in our country. Therefore, with the continuous development of the mine, the influence on the eco-environment of the activities will be further revealed, and the eco-environment quality changes are directly related to the ecological safety of the mine. Therefore, getting the fractional vegetation coverage (FVC) and its change has important significance to monitor the eco-environment trend of evolution, determine the way and scale of the resources development and utilization and sustainable development of society and economy of the mine.This paper estimates the FVC of He-Bao-Pian Mining Area in2000-2010using remote sensing technology and geographic information technology through the dimidiate pixel model of normal difference vegetation index, the result shows that the FVC increases overall. This paper assesses the FVC type, and the result shows that:in time, the area of low and mid-low FVC drops volatility and the area of medium, mid-high and high FVC increases volatility; in space, in the north of the mine, the FVC changes from low and mid-low FVC to medium and mid-high FVC, in the middle and south of the mine, the FVC changes from low and mid-low FVC to medium FVC. The assessment result of FVC change shows that: in time, the degradation area accounts for17.5%of the total area of He-Bao-Pian Mining Area, and the improvement area accounts for68%of the total area of He-Bao-Pian Mining Area; in space, the degradation is mainly centred in the middle of the mine and around the county town, the slight improvement distributes all the mine, general and obvious immprovement is mainly centred in the north and south of the mine, and the stability area is located in the Huanghe Valley and the middle of the mine. This paper comprehensively analyses the driving factors of the FVC change, the result shows that the feature of overall improvement and partial degradation is the result of natural factors and human factors. The results of this paper have important instructional significance to the soil erosion management, vegetation restoration and eco-environment construction.
