Research On Rating And Accounting System

With the development of3G business,the billing systerm develops to the present era of convergent billing. Communication operators unceasingly develop new business to occupy larger market share and to attract new customers. According to the situation of less channels for user to pay water rate, power rate and gas bill in the way of post-paid, this article, after analyzing the current condition of converged billing system at home and abroad and especially the core part of the rating and accounting system, proposed a new kind of way to prepay above fees, by which customers can pay by means of personal mobile terminal (PMT).PMT is made according relevant principles of complex system and system analysis and integration fields, which mainly discussed the relevancy existing in rating and accounting system, that is how it is integrated with mobile phone and how it deal with problems in the process of rating and accounting, and finally, solved some practical problems which are following:(1) Channels paying the cost of water,electric and gas fee were added in this system saving a lot of time and energy and also alleviating working pressure of the water and electricity suppliers.(2) Idea of pre-paying not only brought substantial funding, but also eliminated worries for post-paid or not pay for the water and electricity suppliers.(3) Facing with the competitive pressures in the field of3G services, the Business scope of operators could be further expended and, at the same time, more market share could be reached.(4) Ihis system was helpful for central bank to deal with personnel credit in the respect of water, electricity payment.In addition, considering the complexity of the system in its practical operation, this paper put forward ways and means to solve these problems, such as goal question metrics, quality function deploy, the index analysis of process capability and the chart of Pareto.Finally, after the running of the system, it indicated that water fee as an additional product into a convergent billing system was feasible.The evaluation of this idea’s effect factors and the introduction of CMMI provided an effective reference and assurance for software quality to the implementer who adopted this idea.
