Desertification and desert regions living environment safety is the major issues affecting today’s world of sustainable development,with the proposed new national rural development policy, the country more and more attention to the environmental conditions of the fanners’ production and living. Increasingly harsh view of production and living environment in the sandy areas of rural residents by land desertification, the survival of the settlement environment in order to improve the sand area residents, this study intends to use a mature GIS technology and IT technology, establish for the optimization of the sandy area settlement pattern preliminary management information systems, and settlement environment for local residents optimization to provide a scientific basis. The paper first analyzes the current situation of domestic desertification and sandy areas living environment safety problems, introduced and discussed the development of key technologies, including. NET technology, GIS component technology, relational database technology, and in accordance with their respective advantages and disadvantages, and ultimately determine the use ArcGIS Engine9.3component library to complete the main business functions, file-level Geodatabase to store spatial data in SQL Sever2005database to store related to socio-economic data, using NET platform as the foundation platform for system development, and the language as a system development tool. NET platform is most closely related to the C#development language. Secondly, in the analysis of settlement pattern optimization related to the business base of the overall framework of the system, the system features of this framework will be divided into four modules:data management module, the settlements dynamic monitoring module, the settlement pattern optimization module, the system maintenance module, Among them, the data management module is the centralized management of all related to the spatial data and attribute data; settlements dynamic monitoring module for rural residential information management and monitoring; settlement pattern optimization module is to use existing research to optimize the settlements around the land use pattern so as to improve the living environment of sandy area effect. Finally, the choice of study area, a target village settlement pattern optimization analysis of specific cases, according to the environmental priorities of the optimization program, and proposed a number of recommendations for follow-up study.
