With the development of the situation changes, implement diversified militarytasks has become the important duty of troops, pontoon units as a professional securityforces, in which served as the executive functions of the rescue mission, military,military forces were prepared for the pontoon bridge flood emergency response force.But in the pontoon units fighting and rescue effectiveness evaluation research andthere is lots of blank space, without a sound and reasonable evaluation index system onthe pontoon units, flood effectiveness depends more on the qualitative analysis and thedecision maker’s judgment, there are subjective factors influence the individual is toolarge, overweight, qualitative ingredient, the lack of quantitative analysis of the problem.This article is for the purpose of the analytic hierarchy process and fuzzycomprehensive evaluation method is applied to the assessment process, with thecombination of quantitative and qualitative guiding ideology of pontoon units, floodeffectiveness evaluation is studied, in order to solve the problem.Firstly, briefly introduces the pontoon units in the implementation of rescuemission medium position and action, elaborated it in the execution of a task. Thecharacteristics requirements, focusing on analysis of the pontoon units perform rescuetask in which the influence of factors, from the military command ability, logisticsupport capability, equipment support ability three respects, undertook detaileddecomposition, according to the evaluation index and the selection principle, theindexes were screened to select, then take the inference, expert questionnaire, amultidisciplinary approach, the establishment of a complete pontoon units flood fightingefficiency evaluation index system.Secondly, in the selection of evaluation methods, this article uses the analytichierarchy process and fuzzy comprehensive evaluation method combining assessmentmethod. Application of analytic hierarchy process to index system for correlationanalysis, a clear indicator hierarchy, establish the target layer to the assessment of theobject layer level structure. According to the results of a questionnaire, using1-9proportional scaling, pairwise comparison matrix, calculating the weight, and tested forconsistency, finally obtains the total weights of evaluation index system. Application offuzzy comprehensive evaluation method based on force effectiveness evaluation modelof flood disaster. Finally, based on the model, a pontoon units were examples of inspection, themilitary command ability, logistic support capability, equipment support ability and theoverall efficiency of flood in the multistage fuzzy comprehensive evaluation, and theresults are analyzed, and the existing evaluation methods are compared, pointing out itssuperiority, proved that the model is scientific and feasible.Topics in the model based on the relevant research results, to explore the newsituation pontoon units flood capacity building in the new ideas. Hope that through thisstudy, to the new military transformation of theoretical construction of pontoon units toprovide new ideas for pontoon units, flood capacity building slightly mianbozhili.
