Through collecting a number of statistical indicators from29countires of Minjiang riverbasin in2009,The ecological and economic evaluation system which contains40specific indicatorwas constructed from three systems of production, life and the environment. Using IndexSuperposition Method to calculate the lever of eco-economic development of cities and countiesbasing on the standardized value of each index and the weight determined by entropy weightingmethod. Respectively, using cluster analysis, BP artificial neural network, and the gray relationalgrade to quantitatively evaluate the ecological and economic situation of the Minjiang RiverBasin County and the general order of development-Spatial attribute value which was thecomprehensive development degree of Minjiang River Basin County.Spatial distributioncharacteristics according to global space and local space autocorrelation degree of thecomprehensive development lever of Minjiang River Basin County which were calculated byMoarns'Ⅰ index, Moran scatter plot and the LISA gather.Using Cluster analysis, the BP artificial neural network and Gray relational analysis toevaluate the ecological and economic development degree of the Minjiang River Basin, the resultswere approximately the same. In Fuzhou, Nanping as well as Sanming, the comprehensivedevelopment lever is about0.75and the development degree from three lever (production, life,environment) is all beyond the mean, which because they with rapid economic development;relatively complement of infrastructure construction and social security system; rational allocationof resources and higher standard of living are the economic, political and cultural center of thecity of each distirct class.The comprehensive development lever of Wuyishan City, ShaowuCity, Changle City, Minhou County, Yong'an city,Jian'ou and Dehua county are in the samemiddle lever.There are Individual indicators below average in these cities such asChangle City, Minhou County and Dehua county whose living lever below the mean. MinqingCounty, Datian County, Shaxian, Yongtai County, Shunchang county, Jianyang, Pucheng County,Jiangle County, Youxi County, Guangzhe county, Ninghua, Taining County and Jianning Countybelong to medium level. Almost these thirteen cities,whose production-development lever close to0.15, are in island region in which transportation network are underdeveloped.in these thirteencities whose large-scale industry not yet formed, the primary industry is the resource of incomethere,the potential for development of secondary and tertiary industries need to be excavated,Liancheng County, Gutian clean county, Zhenghe County, Songxi Mingxi County are in the samelever whose comprehensive development lever all below the average. Transportation systems andinfrastructure of these six cities with poor environmental quality were underdeveloped andrelatively backward, which lead to the failure of attracting large enterprises, relatively low livingstandards as well as slow economic growth.According to the results of Global spatial a'utocorrelation analysis, MoransI index ofcomprehensive development lever(production,life,environment) in Minjiang River Basin Countiesis0.1759in2009, which shows significant spatial correlation, clustering phenomena there. In thecentral region, economy develop rapidly and industry is developed;In the southwest and northernregion, ecological environment is excellent; Results mainly reflected that:(l) there are,especiallyin the eastern coastal areas and inland region,Binary differentiation in eco-economic development in Minjiang River Basin Counties. Overall, developed cities, such as Fuzhou and Changle, inwatershed downstream are the core of the whole the Min River; tourist and resource-basedcities,such as Wuyi Mountain, Nanping city, Shaowu city,Sanming city in the middle and upperMinjiang River Basin are secondary core; inland region with slow economic development,Songxias the center, formed the blind area of economic development. Minjiang River, Jian River andDaZhang River, as the axis of the Minjiang River Valley Economic Development,formed radialnetwork structure based agglomeration and diffusion mechanisms around the core region of ahigher level of economic development.Based on the space dual structure, the number of eco-economic development lever in counties falling into the "cold spots" quadrant more than fallinginto the "hot" spots quadrant, which shows that Minjiang River Basin cities and counties need tofurther increase investment and stepping up the infrastructure, accelerate the pace of economicdevelopment.on the one hand, Fuzhou-center region need to speed up economic development,enhance the scope of its economic radiation, better stimulate the economic development of thesurrounding counties; on the other hand, mountain counties need increasing support to enhancecooperation with the "hot spots" area to speed up the level of economic development there. MostMinjiang River Basin County, develop unbalance in environment, production and life, which cannot handle the relationship between economic and social development and environmentalprotection well. According to Gray relational analysis, Minjiang River Basin Counties, whicheconomic, social and environmental development there coordinate well,in the ranking of fourkinds of development is uneven and comprehensive strength strong city is rarely.In MinjiangRiver County, ecological and economic non-balanced development.
