Villages in cities have arisen in the course of China's urbanization.During the process of reconstructing villages in cities,there is a key problem that concerns reforming land property rights.The villages within cities are the special phenomena during the urbanization of China.And the determination of ownership of collective-owned land is the basic premise to meet the demand of farmers.And the key to a successful reform of land use system of collective-owned land for construction lies in rational allocation of land income.And the government should encourage the rural collective ecomomic bodies to perform re-construction of the "city village"by themselves.This paper focuses on problems about land property rights during the process of reconstructing villages in cities and puts forward some measures to do it. The initial idea including property rights and the scope of authority,stability of property rights, co-ordination between the rights and interest and so on,was put forward on protecting farmers' land rights from the perspective of rural development.And the issues of the compensation for land expropriation and transfer of land use rights are studied.Due to the good effect of Promoting the development of Nanliusi village, the approach of using land institutional change to protect farmers'land rights was explored in order to seek their experience for reference.
