A Research Of Applying QFD In Quality Evaluation System With Low-income Family Houses

In China,'low-income family house'is a hot topic in recent years. The purpose of offering low-income houses is to improve the low-income groups'condition of housing. The policy of the low-income family house benefits the Chinese people and the country. However in the process of building the low-income family houses, there are a lot of quality problems, for example inferior construction quality, the position of the low-income family house is far away from the city Centre, the relevant supporting facilities insufficiency, design of the low-income family house not rational, the poor condition of the surrounding traffic and so on. Because of those quality problems, the low-income groups are not satisfied with the low-income family house that they purchased. This paper believe that the important reason that led to quality problems is that when the Chinese government design and build the low-income family house, the government do not understand what do the low-income groups want about the low-income family house. The quality Function Deployment (QFD) is a way that based on customer's needs and can produce a production that can meet the customer's needs. So the purpose of the QFD and the low-income family house is the same. This paper tried to apply the QFD into building the low-income family house and analysis of how to build the low-income family quality evaluation system. The low-income family house quality evaluation system can guide the government to build the low-income family house and check the quality of the low-income family house. In this way, the quality of the low-income family house can be guaranteed.This paper has analyzed the quality problems of the low-income family house, reasons of those quality problems and the QFD method research situation in recent years and described the QFD method and its theory. This paper focuses on that how to use the QFD method to construct the House of Quality (HOQ) of the low-income family house quality evaluation system. The first step is that to use the interview and questionnaire to gain the low-income groups'customer needs and the important degree of those needs. The second, this paper combined the interview's information and literature method to make sure quality evaluation index and deployed those index. The third, to build the low-income family house quality evaluation system, this paper on the basis of user needs and quality evaluation indicators to build the House of Quality (HOQ) of the low-income family house and output quality evaluation index's weights.
