In the era of knowledge economy, knowledge has become the coreresource for enterprise competition, which results in knowledgemanagement. Knowledge management includes knowledge acquisition,knowledge representation, knowledge storage and knowledge sharing.With the development of the petroleum and chemistry industry,enterprises try to find some methods to control and eliminate accidentbefore it happening. Thus, it provides an opportunity for the developmentof security assessment. As a result, security assessment knowledgemanagement is becoming more and more important.This paper builds up an assessment knowledge model at thebackground of petrochemical plant and production process safety riskassessment. The paper studies the characteristics of hazard andoperability analysis and the data used in evaluation process, such asequipment parameters, deviation, equipment data. What's more, thispaper studies knowledge acquisition technology based on double-basedcooperation mechanism. 1. The paper analyzes the data used in hazard and operability analysisprocess, builds up an assessment knowledge model. The model includesprofessional and technical knowledge, case knowledge anddecision-making knowledge.2. This paper improves heuristic coordinator and maintenancecoordinator based on the studying of double-base cooperationmechanism and assessment knowledge model. It designs some arithmeticwhich is special used for acquiring safety risk evaluation knowledge.3. This paper designs and develops a knowledge management systemfor security assessment. The system uses B/S frame, realizing somefunctions, such as data management, knowledge database management,arithmetic management and evaluation reports management. Whenexperts carry on hazard and operability analysis, they can use theknowledge stored by this system.
