Research On Support Policies For The High-tech Small And Medium-Sized Enterprise Based On The Life Cycle Theory

With the knowledge economy development deeply, the high-tech SMEs play a more and more important role in technical innovation, speeding up the industrial structure adjustment, increasing employment and promote economic development.? However, compared with the big ones, the high-tech SMEs have smaller scale, less talent and their management level is relatively lower. So that they may be eliminated at any time in the fierce market competition with the problems such as difficult financing, difficult marketing, difficult management innovation, and poor anti-risk ability and so on they faced during the process of growing up. Therefore, support for the high-tech SMEs increasingly become the concern focus of the theory and policy horizon. Making the industry transition and economic structure adjustment become imminent since the 2008 financial crisis, during which most manufacturing SMEs faced serious test even went bankrupt. Governments lay stress on supporting the high-tech SMEs to develop high and new technology industry and the economy.Based on the life cycle theory as the foundation and the support policies for research object, this paper analyzes the key influential elements of the high-tech SMEs'survival and development, put forward the corresponding hypothesis based on the analysis of the characteristics of the high-tech SMEs in different life cycle stages combined with the life cycle theory, and using literature study, questionnaire survey, factor analysis, regression analysis and other methods to verify the hypothesis. This paper studies the composition and characteristics of the policy in take the high-tech SMEs in Wuxi city for samples, and analysis the rationality of the high-tech SMEs support policies by questionnaire survey, existing policy arrangement and other methods based on the life cycle theory. The main conclusion includes: the finance, tax, financial and public service support constitute the key influential elements of the high-tech SMEs'survival and development; A single element produce different effect when the high-tech SME is in different life cycle stages, the finance support in the seed stage, the public service support in the initial stage, the financial support in the growth stage and the tax support in the stable stage produce the biggest influence on the development of the high-tech SMEs; The existing policies in Wuxi city support for the high-tech SMEs in seed and initial stage have to broaden the scope , and ones for the high-tech SMEs in growth and stable stage should to be strengthened.
