Nowadays, the world is undergoing a time of major development, great changes and major adjustments. Economic globalization develops further, the science and technology gets ahead with each passing day. Science and technology innovation is a deciding factor for the national economic growth and social development. It's a important practical task concerning about how to evaluate the science and technology innovation capacity and the achievements of GuangXi Autonomous Region scientifically, reveal the internal law of the interaction, and slove the main problems existing in the scientific and innovativel new step. All these tasks can help taking a new leap to promote the prosperity to GuangXi and the people in GuangXi.This paper has been fully draw on the results of existing research, gives a priority to screen out the evaluation index which can best assess independent innovation capability and comprehensive, balanced, sustainable development, and establishes an evaluation index system helpful to sustainable economic growth and social development, in the light of standards in three aspects, respectively scientificity, conductivity, and dynamic continuity, of constructing an evaluation index system for regional technologic innovation capability in integrity with indexes frequently used in authoritative institutions for evaluation at home and abroad. As for evaluation methods, the paper makes a comprehensive assessment of Guangxi's regional technologic innovation capability in all respects by PCA/CA integrated model, on the purpose of disclosing the gap of technologic innovation capability between Guangxi and other provinces and municipalities, analyzing the causes of the existing gap, revealing internal rules for improving technologic innovation capability in Guangxi, and realizing the accord development between economy and society in the end. Afterwards, the paper, based on the empirical study of Guangxi science and technology innovation performance by DEA/PCA integrated approach, assesses the effectiveness of Guangxi's policies about technological innovation in a scientific, rational way, and offers scientific basis for decision-maker to implement targeted principles and policies.On the other hand, the existing study on the science and technology innovation capacity evaluation in GuangXi still stays in a level of simple comparative analysis and unilateral evaluation of region, city, industry and enterprise, lacking of comprehensive and systematic evaluation research. This paper applies the regional science and technology innovation capacity evaluation system to the multi-level comprehensive evaluation of GuangXi's scientific and technological capacity, and conclude that GuangXi stays in a backward position in the country's science and technology innovation capacity, for it performs comparatively badly in the areas of science and technology innovation input capability, science and technology innovation output capability, economic and social effectiveness by science and technology innovation, but high-tech industry develops rapidly. At the end of this paper, according to the results and problems, it puts forwad the strategies and suggestions about how to improve GuangXi's science and technology innovation system from 5 aspects, namely the increase of the science and technology input, the improvement of the environment for innovation, the strenthening of the introduction and absorption of foreign advanced technology, the promotion of economic development by science and technology innovation, and the push on the enterprise to play the main role in science and technology innovation.
