The area of Bijie located in northwestward of Guizhou province,in 1988 June,Hu Jintao who is the secretary of the provincial Party committee of Guizhou at that time suggested establishing a test area which had a subject with"Development for poverty alleviation,Ecological construction and Population control".The suggestion was approvaled by the State Council.After that, the area of Bijie had great development in recent twenty years,and it had a unique mode called"Model of Bijie".This paper from the construction of Bijie test area in the background,elaborates the main content of"Model of Bijie"and through the discussion of the United Front in Bijie focus on the practice and significance of test area, clarifies"Model of Bijie"is a kind of model that with the democratic parties, federations of industry and Commerce for the participants, as the intelligence support for the main content and characteristic and in the long term to support an impoverished area to form. This model has its advantages and also has its disadvantages of course, but the overall point of view is worth popularizing. This paper is divided into four chapters, from " Model of Bijie " uniqueness, achievements, existing problems and extension value to study.
