Study On The Institutional Platform Design For Interests Coordination Mechanism In Urban Construction Management

A large number of conflict issues in current urban construction are increasingly becoming the obstacle of the overall development objectives which is "building harmonious society". At the same time, as the managers and actors of the urban construction business, the urban local government is also in considerable difficulties when it faces these contradictions and conflicts issue. In response to this reality, this paper makes innovative micro-system design, to eliminate contradictions confrontation and promote social harmony and urban construction and reduce the administrative resistance.In the macroeconomic environment that the socialist market economy gradually promotes, most specific problems of urban construction projects, in essence, should be regarded as the problems about how to redistribute interests (the rest are the completely public interest projects). The problems are the "transaction" processes between the related interests and the consultation and cooperation of the "transaction" processes between the related interests. However, under the existing operation mode of urban construction, economic laws can't play its due performance in the "transaction" process because of the lack of an effective platform for consultation and cooperation. That becomes "the confrontation incident" in the difficulties of losing consultation and cooperation and leads to the inevitable conflict between the interests. Based on the research of administration management theory and the basic condition of innovation system, the paper tries to make "new services" as the guiding ideology and explore the system innovation of local city government in urban construction affairs management and organization mode. The paper tries to clarify the behavior mode of the different interest principal in construction projects and establish a benefit coordinated mechanism for related principal of urban construction in all kinds of situations by a reasonable classification of urban construction related principal. Through the system platform, the related principal of urban construction can get full communication and coordination in "the phase of decision-making to the phase of regulatory detail planning" of urban construction projects to remove contradictions and obstacles of the harmony progress of the projects.
