The Study On Government Behavior In The Industrial Cluster Development Of Jiangmen

With economic globalization, from the 1990s, industry cluster has become distinctive economic organization in the world economy and an important way to enhance the industry and regional competitiveness, which also a necessary path for Small and medium-sized enterprises development. However, due to the inherent flaws of market mechanisms and special characteristics of the regional economy, especially under unperfected circumstances of China's market economy system, the industry cluster can not achieve sustainable development by themselves without support of local government, so the development of industrial clusters require government participation. In the field that the industrial cluster market can't make it, through government intervention to control the external negative effects out of industrial clusters to achieve efficient allocation of resources. As a local government, should be concerned about the dynamic theory of industrial development, plan industrial cluster development, the establish long-term vision for the development of industrial clusters. Especially when the industrial cluster development to a certain stage, industrial cluster can not survive without support of local government. And to maintain long-term competitive advantage of industrial clusters, a necessary condition is an accurate positioning for government, involve in the development of industrial clusters, which is necessary environmental conditions to improve the competitiveness of industrial clusters.Since the implementation of industrial cluster development strategy,the cluster has taken shape in Jiangmen City. Industrial cluster become an important part of regional economic growth and industrial development and has played a pivotal role in promoting industrial growth, rural industrialization and urbanization in Jiangmen City. But generally speaking, the current development of industrial cluster in Jiangmen is still in the primary stage, the positioning of developing industrial cluster is still not clear, the action is still improper, all which cumbered industrial cluster of Jiangmen.This paper analyzed the internal relation between the behavior of local governments and industry cluster by researching industrial clusters of the government's action. This article also focused on the government action in impelling the industrial clusters in Jiangmen, through summarizing the government's action and it's effect, and deeply analyzed it's problems, then bring forward some useful government act. At last, based on the discussion above, the article offered 5 proposal about the government behavior in driving industry cluster, which including accelerating institutional innovation of industrial clusters, strengthening collaboration, building the network support system, promoting technological innovation of cluster, creating favorable environment, and actively promoting the integration into the global industry value chain.
