Preliminary Studies On The Role Of Our Local Government In Industrial Cluster

Recent years, industrial cluster theory has aroused widely concern among theacademic and political circle domestic and abroad. Some countries and areas look thedevelopment of industry cluster as the important content for regional economiesdevelopment strategy. While the problem that how to stimulate the development ofindustrial cluster and what kind of role should a government play is always the focusof attention.Taking a panoramic view of each country or area in the history, they all haveone common place that—grasp the correct opportunity, work out right economicdevelopment strategy and fully utilize the regional environment.Now the exiting famous models on industrial clusters are flexiblespecialization model, diamond model, Global Commodity Chains model andcollective efficiency model. According to these models, though they have their ownadvantages in explaining the growth factors, defects and shortcomings reveal whenthey come to explain our industry cluster because industry clusters in our country passthrough a special historical environment. Based on the previous studies, this paper putforward a more suitable model- Self-organization model. It is meaningful to studySelf-organization model of the industrial cluster, from both theoretical and practicalfactors. From this model we can analyze deeply into what function the localgovernment have had in the process of industrial cluster development. The abovedmodel were used to explain the role the local government played in different kinds ofindustrial clusters of Pearl River Delta Region in this paper. This is helpful for ourgovernment to aware and understand how to realize the proper role.Case study and system analysis were applied in the research of this paper.Industry cluster survey becomes a hot and leading area of studies on regional andindustrial economics, economic geography, Enterprise management and other relevantsubjects around the world. So system analysis method should be used first when studyindustry cluster. The author looks the industrial cluster as a complete system and use system analysis method trying to illustrate the function role of local government onthe development of industrial cluster. In addition, the traditional method -case study isused in this paper. This method is widely used in studying industry duster, becausedifferent regions facing different kinds of environment and economic conditions, andthe role of local government is different from others'. This paper not only analyzesvarious industry cluster in Pearl River Delta, but also gives some visual guidances toother regions especially the mid-western poorer regions.
