Along with the world economics integration process's fast development, the Western countries'advanced enterprise business model and management ideas are utilized by the Chinese Enterprise gradually. And the salary systems theory which is renewed by many experts, for example, Hertz Bergh's double factor theory, Adams's fair theory and Fuluomu's (Victor Vroom) expectancy theory and so on, is approved by the modern scholars and the general enterprises. Although the Chinese salary theory starts late, but it draws close to our country's condition and can fuse with Chinese traditional culture, which brings the reality guiding sense to the enterprise. Now China, because the system is different, State-owned business and non-State-owned business have brought the management and operation mechanism's change. Along with the State-owned business's reorganization step speeds up and develops to the large scale, small State-owned business'quantity is getting fewer and fewer. Because it does not have the scale competitive advantage which contends with the Major industry and does not have the private enterprise's nimble management and operation method, so it is inferior in the limited market resources competition. Because of the profession's particularity, the international marine transportation enterprise displays obviously:Under the same market condition, along with manpower cost's increasing gradually, the crew's hiring management and the salary almost become the small state-owned marine transportation enterprise's survival development obstacle. This article concerning the crew's resource lack and wages growth quickly, the reality which the small state-owned marine transportation enterprise's survival and development face with sternly, unifing the modern salary theory and the profession reality, taking small state-owned international marine transportation enterprise------DLLG Corporation's crew salary for example, through the thorough investigation and the widespread study, constructs an innovation salary system for it. This introduction describes the topics in the background, significance and study abroad related pay system, clear ideas and methods of this study; second chapter discusses the basic theory of compensation, focusing on today is widely recognized and used in pay equity Adams theory, Maslow's hierarchy of needs theory and Herzberg's two factor theory, the three theories is the focus of this study reference and guidance of the basic theory, this chapter describes a theory of individual pay system and pay system knowledge; Chapter to the Chapter as the core of this study, research DLLG's crew pay system status and problem analysis, system design and implementation of pay; in the sixth chapter concludes the thesis research and further study prospects. The implementation of research findings, not only can effectively solve DLLG's crew employ the management and incentive problems, but also small and medium state-owned shipping companies provide a reference.
