Leadership of the chief leader determines to a great extent whether an enterprise can survive and develop in the increasingly competitive market. An incapable leader, on the contrary, can hardly save an enterprise to prosperity and even can lead it to decline, though the enterprise has a favorable environment for development. The study on leadership can be traced back to the beginning of 20th century. In 1990s, the study went into a period of systematic research. For decades, the search has been ongoing hundreds of theories involving trait theory, competency model, behavior and style theories etc. Some of them have been widely applied and received successful results. But on the whole, the study on leadership is heterogeneous in contents and very few of them focused on the core factors of leadership. Therefore, as per the qualities of chief leader determined by the complicated external and internal environment during the economic globalization, and on the basis of years of working experience in enterprises, the writer of this thesis proposes three core factors which should be paid utmost attention. The three factors are:laying out vision, formulating strategy and cultivating talents.Since vision has power to change future, the chief leader should have a good dream about future, lay out vision, and then set up objectives and goals for the enterprise and the team. He is expected to cultivate talents for the accomplishment of the predetermined goal. But how to apply these factors into practice to promote leadership? To lay out vision, the chief leader should on the one hand learn from the past, and on the other hand look forward to the future. He should be bold, imaginative and innovative in designing the vision of future and lay out goals considering the team's opinions and suggestion. The vision is supposed to be inspiring, practical and adjustable. To formulate strategy, the chief leader should comprehensively analyze the external environment and internal resources, seek opportunities and grasp them, make best use of advantages and avoid disadvantages. The distinctive main lines of business, with abundant of resources, should be given priority and operated in accordance with related industrial policies. The strategy should be specified to requirements and tasks of departments, monitored, reviewed and timely adjusted. The enterprises competition is, in the final analysis, competition for competent people. The chief leader would firstly have the awareness of cultivating talents, and secondly reform mechanism of talents cultivating, evaluating, appointing, inspiring and insurance in order to optimize personnel structure. To lay out vision, formulate strategy, cultivate talents and to enhance leadership require the continuously self improvement of the chief leader. In order to achieve self promotion, the chief leader ought to read more and learn more, not only from books, but from other people, from practice as well. The building of chief leaders'leadership in enterprises is both a major theoretical issue and a significant practical event.
