Research On The Problem Of Weak Industrialized Area Promoting Urban-Rural Integration

The urban- rural integration,as the advanced stage during the development of the urbanization,is the natural product with the development of productivity. Advances the urbanization,is advantageous in ends the strategy of differences developmental between urban and rural,breaks the city and countryside dual structure,entrusts with the farmer the fair national treatment,the integrity property right and the equal development opportunity.Since the Sixteenth National CPC,governments in all parts of our country have been sparing no efforts in implementing the policy of integration of urban and rural areas with the aim of balancing their development for the final purpose of maintaining sustained,sound and steady development of economy and society. It is of great necessity for our modernization drive.In this paper,Mei Hekou as a case,from the followings parts to analyze the urban-rural integration actuality of the weak industrialized area.First,this paper analyzed the connotation of the urban-rural integration,and review the reseach from home and abroad.Besides this paper also review the theories advanced by Lewis-Ranis-Fei and Industrializing and urbanizing interactive theories,for a comprehensive knowledge and understanding of urban-rural integration and guiding Mei Hekou urban-rural integration as the theory to practice.Second,we analyze the industrialization actuality of Mei Hekou,and the actuality of urban-rural integration (Spatial arrangement,industry supply agricultural,the populations and income situation and the status quo of the land).Finally, urban- rural in Mei Hekou in public goods and supply,the funds for education and public infrastructure development were great disparities existed, and these things often relate with the household, our country has been constant reform the household registration system, but they cannot solve the root of the problem. We have to change the" dual "financial structure through the fiscal policy,and distribute the social wealth to the country,give the establishment of city advanced the countryside, industry advanced agriculture .In this paper ,Mei Hekou as a case, to analyze the urban-rural integration actuality of weak industrialized area, can conduced to the other weak industrialized area of urban-rural integration's development.
