The Research Of Jiangsu Software Outsourcing Service Platform Construction And Operration

This paper analyzes of the present situation and development trend of domestic and foreign software and information service outsourcing market, combines with the development of domestic and foreign software public service platform currently and aims at some disadvantages and problems to be solved in Jiangsu Province software industry in the course of its rapid development, so it puts forward that service platform under construction shall fully consider its scalability. With service as the center, software outsourcing enterprises will obtain more wide and convinient software outsourcing information and service. With service as the center, rationalizing and reorganizing business process will make various business system inter-communication and sharing resource and effectively reduce inplementation and operation costs. With service as the center, it will strengthen evaluation and performance system and improve supervision and management ability and public service level. The service platform based on four resource-sharing platforms provides 8 public services for software outsourcing enterprises, government department, talent education institutions and professional employees.It is a good chance to establish Jiangsu virtual software park, then soft outsourcing public service platform will be established selectively focusing on public technology, talent training and market promotion and technically sets forth the design of resource platform, basic network, SOA architecture and ESB service mode. On the basis of ESB service mode, it analyzes operating mechanism and service ability of software outsourcing public service platform, its construction and operation shall be undertaken by Jiangsu Virtual Software Group Co., Ltd which is specially established. Focusing on developing software outsourcing industry characteristics decides that platform will be a public service platform provided service for software outsourcing, the industrial characteristic of the platform service areas decides that it must be adopted govermental support pattern in the early platform construction, at the same time the platform must be satisfied with self-improving characteristic and operated by the company. By the end, it analyzes and discusses some critical issues including resource integration under application, user access and SOA technology application etc. The research result in this paper is base on China existing different software platforms and takes use of a scheme of existing assets to establish a scheme of software outsourcing public service platform, it will integate national resource which is limited and be in a relatively weak to advantage environment to produce the effect of resource gathering, resource sharing and advantage show. Not only it will give play to implementation effect of government preferencial policy, quickly improve enterprises' market competitive ability, but also it can attract much higher level of international projects and industrial capitals and will give play to a huge driving role for software and information service outsourcing. Combining advantages of SOA and ESB improves transparency and manageability of the existing service platform, at the same time it also imporve the response and implementation speed of service platform, and in the shortest time it can realize the most scalability of platform service system with a wide range of application value.
