The Research About ISM/NSM Rules In The Shipping Company

National Safety Management Code for the Safe Operation of Ships and for Pollution Prevention(NSM for short), is issued by the Ministry of Communications in Jul.2001;it is the mandatory rules implemented by the Maritime Safety Administration, which is generally applied to all ships at home. It has produced an enormous effect in the safety management activities of all shipping companies since its implemention on Jun.1,2003.The paper aims at summarizing the present situation of the management of corporations of all levels; finding the problems and analyzing the causes; then putting forward to the solutions and some suggestions to deal with NSM rules, then on the basis of the company ships and their management of the ship, to achieve win-win situation of "the ship security, marine clean and enterprises getting more profits".To achieve the aim of writing this paper, The research measures I use include: literature analysis, field survey, inductive research and quantitative study etc. I conducted a survey and analysis on 60 ship companies and 268 ships in-depth in Liaoning area from 2009 to October 2010. The data and the information of the companies conducting the NSM rules are fresh and convincible.On the foundation of data, I conclude that during the companies conducting the NSM rules, there are many problems and leaks in many aspects such as:ship safety,work on sea,equipment,production,meet an emergency,staff,public security,logistics. The reasons can be conclude in three aspects. First, they didn't establish integrated security management system and misunderstanding on system. Second, the process of actual implementation is lack of effective supervision and tracking evaluation, cause documentation is inconsistent with the actual running. Third, the age of some ships is so old that the situation is bad. In last, from From the shipping company and ship two levels and five aspects, I propose some strategies. I think this research has high reference value and guidance significance for ship companies meeting the NSM rules.
