New technologies used in the production have the new requirement to the skills of the labor that is inputted in production. More advanced the technology is, the quality and skills of the workforce have to be increased. There is a mutual matching relationship between technology and workforce skills. If skills of the labor force cannot meet the corresponding technical requirements, Transformation from technology into the products would not be achieved smoothly.In today's economic environment that is rapidly changing, Organizations must improve the ability to adapt to environmental changes. Work content is no longer a relatively stable. Employees need to learn new skills quickly to adapt to new job requirements. With the continuous development of internet and information technology, knowledge economy wave blow against our faces, organizational structure is also facing new challenges and need to be innovated—flat organization came into the world. In the increasingly flat organizations, vertical promotional opportunities for employees are significantly reduced, but organizations expect employees to keep on learning to upgrade their skills and capacity to adapt to the needs of the organizations.The more and more serious global financial crisis has an impact on the entity economy; demand of the external markets is weakened substantially. Under the financial crisis, the multi-skilled staffs in organizations have their advantages. They are playing a positive role in saving labor costs, reducing the employment rate of new employees, raising the productivity and so on. They not only meet the needs of employment, but also maximize the goal of reducing the personnel costs.Under the background, this paper studied on the topological exploiting of skills, aims to provide a useful method to improve staff skills, develop staff skills, train multi-skilled staff. Firstly this paper introduced the research background of this article, significance of the research and the method and content. And it briefly described skills-related concept, related theory about the high-skilled personnel and the theory of the topological structure space. Effectively integrate the basic prineiples of topology with the design of the topological exploiting of entrepreneurial skills, make the exploiting of enterprise skills have broad space, and achieve a combination of mathematics and enterprises skills exploiting. The paper proposed representation of skills with vector and skills information management systems, facilitating the topological exploiting of the enterprise skills. It proposed the flow of the skills topological exploiting and provided reference to enterprise skills exploiting. This paper has certain relevance.
