| With the continuous growth of civil aviation traffic,the flight operating environment is becoming more and more complex.It has higher capability requirements for dispatchers at the core position of the airline.It’s DRM skills can directly affect the airline flight operation safety and economic benefits.However,due to factors such as training program and implementation plan in China,airlines have not formed a comprehensive and systematic DRM skills assessment system,resulting in DRM training effect is not ideal.This article conducts a study on dispatcher DRM skills assessment.Firstly,combining the ICAO CBT project with the American Jeppesen DRM curriculum,initially establish a database of evaluation indicators,and subsequently select a reasonable evaluation index system through the questionnaire reliability and validity analysis.In order to ensure the objectiveness and completeness of assessment data,this paper selects dynamic self-assessment based on organizational learning,peer-level peer assessment based on the degree of cooperation and leader evaluation based on ORCE model as the data sources,and uses the G1 method and the entropy method to combine subjectivity and objectiveness.The method determines the weight of each assessment subject.After comparing the information entropy method and the improved difference coefficient Critic method,the coefficient of variation method and the modified coefficient Critic method,the difference coefficient Critic method has the best weighting effect.After correcting the defects in the traditional Critic method formula and combining with the traditional TOPSIS evaluation model,a dispatcher DRM skill diversification assessment model based on improved TOPSIS is established.Finally,from the point of view of the airline management,DRM skills macroscopic evaluation system was established based on Kirkpatrick model,and the PDCA circulation model continued to improve airline DRM training.Starting from the idea of software engineering,combined with the actual needs of the airline for the digital management of the dispatcher’s DRM skills,this article uses Eclipse as a development platform and JAVA language to achieve the development of dispatcher DRM skills assessment system,and makes specific recommendations for DRMtraining and evaluation safeguards.The completion of the research work in this article will help improve the overall capabilities of the dispatcher,and thus promote the continuous improvement of airline flight support capabilities.Through scientific and reasonable dispatcher DRM skill assessment,it provides guiding suggestions for the dispatcher’s individual ability development.And at the same time,it provides a theoretical basis for the development of airline DRM training program,which further promotes the development and protection of DRM in our civil aviation.It is of great significance to ensure the safety of flight operations. |
