The Research On Quality Standard Of Public Employment Service

As China's government's a smooth transition from the control-based to the service-oriented government,improving and developing public service system,improving public service quality and establishing a unified standard of public services,these will become the important issues that chinese government will face. The public employment services is one of basic public services.In order to improve the public employment service quality,an important subject of improving China's public employment service system is to establish the criteria for public employment services.First of all,this paper provide with the concept of the public service, public service quality,and quality standards of public services etcs and it research on the theory of New public management and the theory of process,it also provide with necessity and feasibility of the public service exercising the public serivices quality standards from the view of technology,public demand,government avenve.Secondly,the paper focuses on the guiding ideology that could direct the construction of the public employment service quality standards.It also research on the the sturcture of the public employment sevice qualification's cretia by the public employment service's function.Finally,above all the research results,application examples—the labor market in Shenyang,considering of the Shenyang's the labor market,this paper establish the design for the labor market in Shenyang employment service quality.
