Township Collective Enterprise Property Rights Dilemma With Institutional Innovation Research

The town enterprise is composed of broad farmer or rural collective economic organizations that founded by the rural enterprise groups. Looking back at the history of development, it is the predecessor of the people commune, people group and production team founded the collective enterprise in the nineteen fifties. Before 1978, the town enterprise did not belong to the planned economic system of our country, but also was controlled by the ultra-Left course manacle badly, it can only survive in the cracks and walking in slow progress, the party's eleven plenary session of China's reform and opening up, blew into bugle, decided to shift the focus of the work to the socialist party modernization.Since the reform and opening, rapid development of township enterprises has been becoming society of our country economy development the important strength for rural economy and prefectural region economy has become important support strength. The development of the town enterprise fundamentally changed rural face, it has been playing the important role to promote rural reform and opening up process, revitalize rural economics, develop rural rich labor way, accelerate the construction of new socialist rural areas.However, the development of the town enterprise is not everything is going smoothly. With the development of market economy and the acceleration of internationalization pace forward, since twenty-first Century, the town enterprise entered the stage of structural adjustment. Some of these enterprises continue to maintain a strong momentum of development, such as Jiangsu Huaxi Village, Zhejiang Wan xiang Group. However, there are also some enterprises even the star enterprises Suffered severe tests and hitherto unknown difficulties in the development of the road. In this paper, we would take the collective enterprises problems of the process of development in Zhong shan city as an example, From the perspective of township collective enterprise property right system to conduct in-depth analysis, through the analysis on typical case of rural collective enterprises internal property relationship from its advantages and disadvantages to research how to from the perspective of property right system innovation and seek a breakthrough at present predicament effective method, which is in order to provide a train of thought, make its development to a certain stage to avoid similar situations arise for the Pearl River Delta and other areas of the township collective enterprises. Meanwhile, we also hope this paper can provide reference for the development of other areas of the township collective enterprises.
