Research On Existing Problems Of The Rural Minimum Living Security System In Jilin Province

With the development of economy, the Chinese people's living standards have been steadily improved, while because of China's large population base and historically left problems, poverty in low-income groups in china is still very serious and there are still large wealth gaps between high and low income groups as well as urban and rural populations. Accordingly, the Chinese government has been taking relevant measures to ensure the basic livelihood of people in poverty from the initial Social Assistance to the present Minimum Living Standard Security System. In recent years, the Chinese government has attached more and more attention to the Subsistence Security System which has attracted more concerns from all circles of the society and received considerable development.This thesis takes Subsistence Security System as the major concern, introducing its meaning and significance, elaborating its development processes and present situations practiced in Jilin province in an all-round way. The author makes a detailed analysis of existing problems of rural Subsistence Security System in Jilin province and put forward corresponding measures with a view to providing some useful reference to the improvement of its Subsistence Security System.This thesis is divided into four sections.The first section introduces the basic theories of China's Subsistence Security System, and presents its meaning from the category, the insured and the purpose, and then states its significance.The second section, based on development processes of the national rural Subsistence Security System, makes a detailed analysis of the development history of the rural Subsistence Security System in Jilin province from the establishment stage to the latest development stage and introduces its content as well as achievements.The third section probes into existing problems of rural Subsistence Security System in Jilin province from supervisory system, the recipients, subsistence security standards, fund rising mechanism, legislative vacancy and legislators.The fourth section puts forward corresponding solutions to existing problems discussed in the former section to promote the better play of the due role of the system.
