In the fifth wave of mergers and acquisitions, the proportion of cross-border M & A increased, and become the world's main form of foreign direct investment. Foreign direct investment enterprises have brought huge amounts of money needed economic development, advanced technology and management experience. It also established a number of industries which is still unable to establish just relying on our own science and technology capacity, expanding foreign trade channels to rich the consumer market in China. For a long time, China has mainly been using of foreign capital green investment, rarely using cross-border mergers and acquisitions. At present, agricultural product processing industry of China has been affected by the international financial crisis, so agricultural product processing industry is also faced with shrinking market demand and increasing risk of the plight of the operational difficulties. In recent years, food industrial accidents of quality and safety have not stopped .It gives agricultural industry and the reputation of China's agricultural products a tremendous negative impact. Many foreign agricultural enterprises having a strong background of funds have chosen this juncture to enter all kinds of agricultural products processing enterprises in China mergers and acquisitions.Raised concerns on agriculture, mainly from the monopoly of multinational grain soybean began gradually into the wheat, corn, pigs, and non-agricultural products on the market. Foreign capital getting into China's agriculture is not simply the industrialization of agriculture security issues, also including the industrial safety of light industry. Facing with transnational monopoly operators, national authorities have repeatedly issued policies to protect the interests of farmers and agricultural industries, but have not dispel all fear. This article will focus on industrial safety of agricultural products processing industry cope with the context of the theme of foreign mergers and acquisitions, firstly analysis relevant theories of foreign acquisition of industrial safety; then discuss the impact of foreign mergers and acquisitions on agricultural products processing enterprises in China from the perspective of competitiveness. And do comparative analysis of its related industries in other countries; finally, according to the relevant content of the above analysis and effective strategy to combine theory and practice. Research on this project aimed to provide a useful reference so that China's agricultural product processing industry can actively respond to foreign capital to ensure the safety of their industry.
