Agricultural Cooperation Combination in Japan (ACC) is the basic organization in rural of Japan. It is an autonomous association of the farmers and is established based on the Agricultural Cooperative Law which was issued in November and executed in December 1947. It has always played an important role in the development of agriculture and rural in Japan after the war and kinds of business activities in rural can't be carried out without various types ACC. The ACC not only engages in agricultural buying and selling, credit, insurance, but also provides technical guidance to its members, provides social welfare, organizes activities and so on. That is to say, in rural of Japan, the choice and selling of grown crops and family life of farmers, almost all these are closely related with the ACC. It has played an irreplaceable role in healthy development of agriculture, solution of agricultural problems and social stability in Japan after the war.This study uses the structural functionalism analysis to analyze the characteristics of the ACC in terms of its structure, function and external relationship (mainly the relationship between the ACC and Government). Through observation, we find that the structure of ACC has the characteristics of vertical cross-pyramid structure and horizontal diversity. For function, it plays functions of coordination, guidance, education and so on. For the relationship with government, they formed the relation of mutual supervision and mutual advantage. The macro and micro analysis are combined, and not only traditional historiography but also other analytical methods are introduced to assist the study.While in our country from the establishment of the new China to now, rural organization has experienced Land Reform, Mutual Aid Teams, Cooperatives, Communes and other attempts of multiple stages and various forms. However, until now there hasn't formed a unified and efficient autonomous cooperative across the country. Blind production of farmers often leads to problems like that cheap grain harms the peasants. Drawing lessons from the advantages of ACC is good for establishing and improving our new Rural Grassroots Organization, addressing rural issues and promoting agricultural development.
