In the knowledge economy times, human capital has become the most important strategic resources in enterprises and the source for enterprises to remain competitive and sustainable development as its superiority, not copy of scarcity. Competition in today's society is actually a talent competition, and from a macro perspective, human capital is a determinant of national economic growth: a micro perspective, human capital is the decisive factor in business performance. Any enterprise who wants to remain invincible in the market competition must rely on a number of high-quality talent as a strong backing. Under the modern enterprise system, Shareholders motivate and inspire managers'enthusiasm to improve business performance through the performance appraisal of managers, with separated ownership and management.This article has summarized comprehensively enterprise performance and human capital performance home and abroad. The second chapter defines human capital, management and corporate performance and make commissioned on behalf of the theory, human capital theory and factors of production theory as the basis. The third chapter analyzes the performance evaluation of mechanisms and evolution of business process, compares to the U.S. performance appraisal method, making comparative analysis of the performance evaluation of the merits of the two companies, learning from the United States advanced performance appraisal methods, highlighting the Human Capital Performance Evaluation.
