The Countermeasure Research Of Human Capital Investment And Regional Economies Coordinated Development In Jiangsu Rural Areas

After reform and open policy, the country implements the non-balanced regional economies developmental strategy, causes each regional, between provinces even in the provinces economical difference unceasingly to expand. As the national economic leader of Jiangsu province, its booming economy has the significant regional economic development differences, especially in rural areas more prominent. In the coordination of regional economic development policy measures, increase investment in human capital in rural areas, promote factor mobility, speed up the urbanization process, the implementation of overall development strategy is key. The functions of rural human capital investment promotes the regional economies coordinated development to include:strengthens the rural human capital investment can improve the farmers scientific and cultural quality, raises the technological knowledge, optimizes the rural labor mobility, accelerates the rural industry restructure, the promotion agriculture advance in technology, to increase agricultural economic efficiency, further promote the rural economic development.In this paper, it makes the the qualitative analysis to the rural human capital investment present situation in the entire province, through the period 1997-2006 data compilation, from the educational investment condition, the technology training investment condition, the health investment condition and the migration of labor mobility. The results show that there are significant gaps in the economic development of southern, central and northern aeras. According to relevant statistical information, this article analyzes the Jiangsu rural human capital investment and the regional economies coordinated development question from econometrics' angle. It uses the "human capital level of statistical indicator system" to make a empirical research in the level and the characteristics of human capital in rural areas of Jiangsu Province for the period 1999-2006.
